I am Dr. Treca Bourne, an Organizational Learning and Development Strategist who designs and governs enterprise learning systems that strengthen workforce readiness, accelerate time to capability, and sustain organizational performance.

For over two decades, I have partnered with public sector agencies, higher education institutions, and mission-driven organizations to move learning beyond activity toward measurable results. My work focuses on clarifying what good looks like in real work, building role-based development pathways, and aligning learning investments with operational realities, regulatory requirements, and leadership priorities.

I am a Doctor of Education and Certified Professional in Talent Development (CPTD). I currently lead enterprise organizational learning strategy within one of the largest publicly funded behavioral health systems in Virginia and serve as an adjunct associate professor.
