Dr. Treca Bourne is a Louisiana-born enterprise learning and organizational development strategist committed to building systems and conditions that endure beyond a single program or leader. She centers clarity, alignment, and readiness as core drivers of quality and performance, ensuring that learning and development efforts strengthen capability and expand the conditions under which people can live, grow, and contribute.

Her career in learning and development began in open-access higher education at Strategic Education, Inc., where she developed learning and capability-building systems for an adult-serving university. Working at the intersection of regulation, adult learning, and operational realities grounded her understanding of how governance, workforce expectations, and system constraints shape what effective organizational learning requires.

Her commitment to strengthening the human condition deepened as she expanded her work into the field of human services. She gained national experience through a federal contract at ICF and continues this work in her current role as Organizational Learning and Development Strategist for Fairfax Falls Church Community Services Board (CSB)—Virginia’s largest publicly funded behavioral healthcare provider. In this role, she architects and governs learning and development systems that support service quality, regulatory alignment, and sustainable workforce readiness in complex clinical and human services environments.

Dr. Bourne holds a Doctor of Education in Higher Education from Morgan State University, a Master of Education in Educational Administration from the University of New Orleans, a Graduate Certificate in E-Learning from George Mason University, and a Bachelor of Arts with Honors in Political Science with a Business Administration Minor from Loyola University New Orleans. She maintains advanced credentials across talent development, organizational development, and leadership and team diagnostics and assessment.

Known for her curiosity and reliability, Dr. Bourne is a collaborative strategist who translates complex needs into coherent systems, governed practices, and learning approaches that strengthen capability, alignment, and outcomes. Her work reflects a steady commitment to ensuring that people have the clarity and conditions they need to do their best work, and that organizations have the structures and systems required to support them.
